GREENWICH, CT — On Wednesday by the docks next to Roger Sherman Baldwin Park, local and state elected officials highlighted an important step on the long road to potentially dredging Greenwich Harbor for the first time in over four decades.

First Selectman Fred Camillo, Selectwoman Lauren Rabin, Congressman Jim Himes (D-4) and Sen. Richard Blumenthal (D-CT) gathered to discuss $500,000 in funding that was recently secured to test sediment in Greenwich Harbor. The officials then took a brief tour of the harbor on a Greenwich police boat.

"This is a happy occasion," Camillo said. "Greenwich is blessed with shoreline, islands and the water here is something our residents use a lot and they cherish it. On a yearly basis, as we know, like other bodies of water up and down the coastline, we're starting to lose a lot of the water, and the silt and the need for dredging all over the place is really becoming an issue. This has been talked about for a long time. I'm really happy to thank our federal delegation."

The navigation channel is federally owned, and is specified at 13-feet deep in Greenwich Harbor. However, some spots are down to 7 feet because of the accumulation of sediment, making it treacherous for both public safety, commercial and recreational vessels.

Himes stressed that the $500,000 is a "small down payment" on what will be a multimillion project. The town of Greenwich has already set aside $2 million for dredging, but it's expected to cost more. The Army Corps of Engineers would oversee the project.

"It requires permitting, input from the Army Corps of Engineers, and it requires the town to move to provide their portion of the resources, and it requires the advocacy of the senators and me to make sure the federal funds are there, and that the federal government moves with alacrity so this can get done quickly," Himes added.

Blumenthal said testing is necessary to unlock more money for dredging. But the results of the testing will determine whether sediment can be deposited at sea, which is inexpensive, or up-land, which Himes called a "cost disaster" because the material would have to be trucked away.

"The dredging of our harbors is something the state of Connecticut has frankly ignored for too long," Blumenthal noted. "It's an issue up and down the coast of Connecticut."

He specifically mentioned New Haven and New London, areas that are ripe for more commerce and economic activity, but are being held back because of the accumulation of sediment in coastal waters.

"This project will enable Greenwich to be at the forefront. Greenwich can be at the lead of showing how it's done. Greenwich can get it right," Blumenthal said. "Test the sediment, then remove it, deposit it safely, for both the environment and recreation, and all of the interests at stake."

The officials said they hope testing can get underway this summer.
