CONCORD, NH — Ramadhana Idrissa, born 1986, of Concord was arrested on a bench warrant at 11:40 p.m. on March 27, 2023, after an incident at Walgreens on Loudon Road.
Thomas J. Doheny, 28, of Pembroke was arrested on two warrants at 10 p.m. on March 27. He was arrested after an incident at McDonald’s Restaurant on Loudon Road. After being accused of receiving stolen property charges out of Concord from December 2022 and Jan. 9, his bail was revoked, and a warrant was issued for his arrest. After a bail hearing in Merrimack County Superior Court on March 29, he was held on preventive detention. A dispositional conference hearing has been booked for May 9.
Kelly Jean Dumont, 44, of Concord was arrested on a warrant at 3:53 p.m. on March 27 as well as criminal mischief and resisting arrest or detention charges after an incident at Domino’s Pizza on North Main Street. She was accused of failing to appear at a dispositional conference hearing in Hillsborough County Superior Court North on second-degree and simple assault charges out of Manchester from August 2021.
Richard Edward Hughes, 36, of Concord was arrested at 1:26 p.m. on March 27 on a breach of bail charge after an incident at Market Basket on Storrs Street.
Cordaire C. Nelson, 36, of Concord was arrested at noon on March 27 on a theft by unauthorized taking, less than $1,000, charge, after an incident at Home Depot on D’Amante Drive.

Aleais Duran, born 2004, of Concord was arrested at 11:53 a.m. on March 27 on criminal trespass and loitering or prowling charges after an incident on North State Street.
Isaac Donovan Pease-Rivera, born 2001, of Manchester was cited at 5:12 a.m. on March 27 on an operating with an expired license charge after an incident on Manchester Street.
Matthew James Hansen, 26, of Concord was arrested at 8:48 p.m. on March 22 on prohibited conduct, endangering the welfare of a child, and five possession of controlled drug charges. Also arrested was Nicholas Andrew Janas, 37, of Goffstown on a possession of a controlled drug charge. They were arrested after an incident at the Rosemary’s Way apartment complex in Penacook.
David M. Oberheim, 54, of South Street in Concord was arrested at 4:46 p.m. on Feb. 26 on three felony possession of controlled drug charges. Around 5:15 p.m. on May 26, 2022, police were sent to the Best Western on Hall Street for a report of an unwanted guest who refused to leave after his credit card kept declining, according to an affidavit. An employee said the man, Oberheim, was supposed to check out that day after being at the hotel for about a week. When they went to the room to check him out, the report said the door was deadbolted shut, so she called the police. Officers arrived, used a tool to unlock the door, and accused Oberheim of being “unconscious” and “curled up into a ball underneath the table in the room.” He had a faint and weak pulse, the affidavit said. Oberheim was patted down, and during this process, the officer found a suspected meth pipe in his hand, the report said. Concord fire and rescue teams were requested but before they arrived, he stopped breathing and police began to administer CPR, the affidavit said. EMTs shot him up with Narcan and he was taken to Concord Hospital, the report stated. Officers cleared but were called back to the room after staffers cleaned up and found more drugs, according to an affidavit. A bowl in the microwave had brownish-white powder in it, believed to be fentanyl, the report said. There were also two buprenorphine hydrochloride pills found on a nightstand and two cotton swabs with white residue found, the report said. The next day, the officer went to the hospital — with Oberheim having difficulty communicating but he refused to speak with the officer, the report said. On Sept. 30, 2022, the state lab reported the glass pipe had crack cocaine residue, the powder in the bowl was a paraflurorfentanyl and fentanyl mix, and the two pills were buprenorphine, according to an affidavit. No analysis was performed on the swabs, the report stated. He was released on bail on March 30. A disposition hearing was held in Merrimack County Superior Court on April 3. Oberheim is due back in court for an arraignment on April 27.
James Dereck Hamel, 32, of School Street in Boscawen was arrested at 9:57 p.m. on March 2 on a felony possession of a controlled drug charge. During an Operation Granite Shield operation, an officer and detectives reported suspicious activity in the area of the 7-Eleven on South Main Street. The detectives were staged in the area when a gray Mitsubishi SUV parked in the store’s parking lot and a passenger exited the vehicle and walked into the homeless camps. A few minutes later, the passenger returned to the SUV and it left the store. Detectives followed the vehicle and on South Main Street, accused the driver of a yellow line violation, and pulled the vehicle over downtown. The driver, however, “was slow to stop while being pulled over” which led the officer and detectives to suspect contraband was being concealed. After stopping, the passenger, Hamel, was asked to step out so he could be patted down, which he agreed to do, an affidavit said. While questioning what the driver and Hamel were doing at 7-Eleven, the officer accused Hamel of failing to mention that he left the vehicle to go into the homeless camps. The report said the officer requested he be honest and asked him to hand over the drugs he bought at the camp. “James paused for several seconds, reached into a pocket on the right side of his person, and handed me a small plastic bag that contained a tan, powdery substance that I know to be consistent with the presence of heroin-fentanyl, based on my training and experience,” the officer wrote. Hamel, the officer wrote, “purchased ‘5 grams’ of fentanyl” for about $100. Hamel was released on bail on March 16. A disposition hearing in Merrimack County Superior Court was held on March 17. He is due back in court for arraignment on April 13.
