UPPER EAST SIDE, NY — It's the tale of the moving tower.
An email from the office of an Upper East Side Council member earlier this week claimed that a planned 5G tower in front of Fifth Avenue's Guggenheim Museum is no longer in the works.
That raised some eyebrows at the city agency in charge of the towers, whose spokesperson says that the tower is still moving forward — and was never in front of the famous museum to begin with.
"Last week, my office received confirmation that the towers slated to be installed in front of landmarks like the Guggenheim Museum will not be moving forward," read an email on Tuesday from Council Member Keith Powers' office.
His office, the email said, had been working diligently to "ensure proper placement of the towers," penning letters to both the Office of Technology and Information and the Landmarks Preservation Commission.

But an OTI spokesperson said that the tower site in question is clearly not directly in front of the Guggenheim, but rather on the west side of Fifth Avenue at East 88th Street.
"Contrary to this email blast, we never planned to place a Link5G in front of the Guggenheim Museum nor any other landmark," said OTI spokesperson Ray Legendre, who said that the agency is still moving forward with Link5G towers in the Upper East Side, "including one located diagonally across from the Guggenheim."
According to a presentation in December OTI gave to Community Board 8, the images and diagram of the tower in question show that the tower is indeed where the city says it is.

But the address listed, 1000 Fifth Ave., is actually for another landmark, The Metropolitan Museum of Art.
The tower is shown correctly on a map included in the presentation showing a cluster of Link5G towers in Carnegie Hill. The spokesperson said the address was in error and the map, photos and diagrams show the correct location for the tower.
When Patch reached out to the Council Member's office, Powers said in a statement that he "recently received confirmation that 5G towers will not be placed in front of individual landmarks. This is an encouraging step in the right direction, and we will continue pushing to place them in commercial areas instead of historic districts.”
According to the OTI, all of the proposed sites are "in accordance with Landmarks Preservation Commission rules that they not be sited parallel to landmarks."

The city's Landmarks and Preservation Committee told Patch that they had not received an application for a Link5G tower in front of the Guggenheim.
Last December, Community Board 8 voted 40-2 to approve a resolution calling for the city to hold off on installing the 5G towers. A separate resolution targeted at the city's Landmarks Preservation Commission — which must approve the 10 towers within the Upper East Side's historic districts — passed 42-2.
The city began last year installing the 5G towers, which use the extra-fast cellular technology to power Wi-Fi, USB chargers, nationwide calling, and access to 911 and 311. LinkNYC is a joint venture with the sometimes-troubled private consortium CityBridge.
Eventually, the city will install 2,000 of the Link5G kiosks around New York City, which has over over 1.5 million residents without internet service, said OTI.
Most of the towers — 90 percent of them — are located above 96th Street in Manhattan and in underserved neighborhoods in The Bronx, Brooklyn and Queens, according to the OTI.
